$$U =  - {{G{M_e}m} \over {2r}}$$
So, $${{{U_A}} \over {{U_B}}} = {{{m_A}} \over {{m_B}}} 	imes {{{r_B}} \over {{r_A}}}$$
$$ = {4 \over 3} 	imes {4 \over 3} = {{16} \over 9}$$
